Notification system expansion: Multiple notification types.

Description
Allow for multiple different types of notifications for a single event type.
Ex: Channel highlights and PMs currently share the same notifications. Channel highlights being able to have a different notification sound from PM alerts, is a good example of what i would like to see changed.
An expansion of this would be to allow the defining of custom sounds per-highlight/pm-nick as well but is a bit beyond the scope of the main request.
Bug #1122 will likely be a blocker for this feature request.

This is a thing I really need too.
Ex. I have a some channels where its really important that I hear the sounds triggered by a custom hilight - this works really well though - but if quassel is inactive and a guy send some pm's (which dont contain any hilight afaik) - It keeps playing and showing thoose notofications :/
So it would be nice with custom hilight sounds - and maybe a option to play sound(s) on different actions like pm,join,part and so on
