Quassel IRC

I run quassel core as a window service. When my windows server reboots, the quassel core service will start back up fine. However it won't automatically reconnect to the IRC networks. So that means I have to boot up a quassel client, connect to the core, and tell it to reconnect to the IRC servers. This is undesired. It would be better if the core automatically connected to the IRC networks instead. This is quassel core version 0.12.4+1 git-1d306ca on Windows Server 2016 version 1607. (Jehde)
